Mayor Schmutznikov is a character exclusive to the PC version of Mario is Missing!, appearing as the fictional mayor of Moscow. Like all other mayors in the game, they contact Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations. In the first call, Mayor Schmutznikov states that police identified that Koopas are "small and very, very slow", as they have stolen several landmarks.
