Mayor Cellout is a character exclusive to the PC version of Mario is Missing!, appearing as the fictional mayor of Cairo, Egypt. His name is a pun on the word "sellout".

Like all other mayors in the game, they contact Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations. In the first call, Mayor Cellout informs Luigi about the Koopas' landmark looting, erroneously referring to him as "Mario" and "Larry" at first.

On behalf of Mayor Cellout, for returning the stolen goods, Luigi receives a second call from Mayor Cellout, who thanks him for saving the city from the Koopas and wishes him good luck on the rest of his adventure.

Mayor Cellout is depicted as male in the MS-DOS version.
