Mayor Froobnitz is a character exclusive to the PC version of Mario is Missing!, appearing as the fictional mayor of San Francisco. Like all other mayors in the game, they contact Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations. In the first call, Mayor Froobnitz states that they have learned not to "send a cop to do a plumber's job" and asks Luigi to rid the city of Koopas, as they have stolen several landmarks.

On behalf of Mayor Froobnitz, for returning the Cable Car Bell, the striped prison shirt, the top of the Transamerica Pyramid, and the Golden Gate Bridge fog horn, Luigi is given $1,280, $1,440, $1,600, and $2,240, respectively. Additionally, once all of the artifacts have been recovered, Luigi receives a second call from Mayor Froobnitz, who thanks him for saving the city from the Koopas and wishes him good luck on the rest of his adventure.

Mayor Froobnitz is depicted as male in the MS-DOS version and female in CD-ROM Deluxe version.
