Mayor Cellout is a character exclusive to the PC version of Mario is Missing!, appearing as the fictional mayor of Cairo, Egypt. His name is a pun on the word "sellout".
Like all other mayors in the game, they contact Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations.
