Mayor Kotzenberg is a character exclusive to the PC version of Mario is Missing!, appearing as the fictional mayor of Athens. Like all other mayors in the game, they contact Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations. In the first call, Mayor Kotzenberg states that the Koopa Troopas are stealing the artifacts and trashing tourist spots.

Once all of the artifacts have been recovered, Luigi receives a second call from Mayor Kotzenberg, who thanks him for saving the city from the Koopas and wishes him luck on the rest of his adventure.

Like several of the other mayors, Mayor Kotzenberg is named after someone who worked on Mario is Missing!; they share a name with Darilyn Kotzenberg, who is credited for Packaging. In the European CD-ROM versions, like all mayors, Kotzenberg's appearance changes every time the player starts a new game or resumes the saved file.
