Oogtar is a cave boy resident of Dome City in Dinosaur World. He sometimes causes trouble and appears exclusively in the Super Mario World television series. He wears a green leopard skin with orange spots and has blond hair. He acts as a replacement for Toad in the show and is voiced by John Stocker, who also voiced Toad.
Oogtar is a mischief-making Cave Person, as he pulls all sorts of pranks on everyone. Yoshi is seemingly his best friend, as evidenced by the fact that Oogtar gave Yoshi the nickname "Dino Dude" and him appearing with the other. He lives with a family of two unnamed parents and an unnamed sister.
His first appearance was "Ghosts R Us". Yoshi meets him in the Enchanted Forest after Mario, Luigi, and Princess Toadstool are kidnapped by the Magikoopa Wizenheimer. Oogtar aids Yoshi in rescuing the three.
He has also appeared in other episodes like "Party Line" and "Rock TV". - According to writer Perry Martin, Oogtar was originally named "Bartzan" and was described in the series bible as "a prehistoric cave kid resembling Bart Simpson"[1].
