Lucky is a brown Bulky Bob-omb that can be seen near a sign on the west side of Rogueport in Paper Mario: The Thousand-Year Door. He is the only known friendly Bulky Bob-omb in the game. Lucky has set up the Happy Lucky Lottery chance game where Mario can purchase a Lottery Ticket for ten coins to win prizes if the ticket's number matches up with winning number posted on the board. It's completely optional, but Mario can win free items every day if he is lucky. If Mario would like to switch tickets, he may for 100 Coins.

Lucky gets angry if the player resets the Nintendo GameCube or Switch's clock settings, which causes him to have to reset the lottery. If Mario admits that he changed the console's clock settings, Lucky will get very angry, preparing to explode, but only fakes it, and has to reset the lottery. The player will be fined 500 coins in order to purchase a new ticket. If Mario says he doesn't know, Lucky will let it go, but the next real day, if Mario passes by, Lucky knows from the Doogan nearby that Mario lied, but Lucky sees Mario is disappointed at himself, so Lucky gives Mario a warning and fines him 500 coins to continue the lottery.

On the Nintendo Switch remake, an exploit exists that allows Mario to win all prizes by cheating without angering Lucky.
