Mayor Dour is a Twilighter and the mayor of Twilight Town in Paper Mario: The Thousand-Year Door. The word "dour" is a synonym for "gloomy", which is an appropriate description of Mayor Dour and his town. Before Mario can request permission, however, Dour turns into a pig, but the guard blocking the Twilight Trail additionally turns into a pig, thus granting Mario access to Creepy Steeple.
After Mario supposedly defeats Doopliss, who was causing the pig curse by use of a bell in the Creepy Steeple, the citizens are turned back into normal, including Dour. A little later, Dour posts a trouble at the Trouble Center in Rogueport (available after Chapter 4 in the original and Chapter 7 in the remake), in which he is asking for someone to deliver a Silver Club newsletter routing slip for him. If Mario takes on the trouble, he needs to visit Dour to receive the Routing Slip from him. The Routing Slip then needs to be delivered to the Puni elder inside the Great Tree in Boggly Woods, who then asks Mario to deliver the slip to Mayor Kroop in Petalburg.
