SPD-Up
The Bros under the effect of Speed-Up.

SPD-Up (short for "Speed-Up") is a positive status effect experienced in every game in the Mario & Luigi series. Rising blue streaks and an expanding blue circular aura around the given character(s) signal the effect, which makes any affected targets able to attack before others in battle. In most of the games, enemies are the only entities that can increase their speed stat, while in others, Mario, Luigi, Paper Mario and Bowser can do so as well by special means, like ingesting a Blue Pepper in Partners in Time or using the appropriate Battle Card in Paper Jam.

In SPEED mode, Peps can give their allies this status effect (at the cost of destroying themselves in the process). Rising blue streaks indicate this effect. Bosses in Mario & Luigi: Paper Jam also have their speed increased at low health, in addition to gaining POW-Up.
