Goomba Storm is the first Brawl Attack that Bowser acquires in Mario & Luigi: Bowser's Inside Story and its 3DS remake, Mario & Luigi: Bowser's Inside Story + Bowser Jr.'s Journey. Before the move starts, Bowser takes out a spherical pile of Goombas in his hand. Once the player taps the button that appears before the start of every Brawl Attack, Bowser tosses the pile off-screen.

When using this move, Goombas charge at the chosen enemy to deal damage. For extra damage, Bowser can shoot a fireball out of his mouth at them, causing them to be set ablaze and jump into the air. This is done by using the stylus. After the non-burning Goombas have charged, the burning ones fall over the foe for extra damage, with Bowser watching them fall. This moves costs 6 SP to use. To get an "Excellent!" rating, eighteen Goombas have to be burned. In the remake, the Goombas charge much slower, making it easier for the player to tap the Goombas with the stylus, and thus get an "Excellent!" rating. Bowser also puts his hand over his head and grins as he watches the Goombas fall. During Broque Madame's minigame in the remake, the Goombas fall faster, and if enough are burned, a cluster of burning Goomba will fall down and hit her.

To unlock this move, Bowser has to free the Goombas in Dimble Wood first. It is the only required Special/Brawl Attack in the game, as Bowser can just walk past the other military troops and skip getting them (or in the case of the Broggy Bonker, he can avoid getting all fifteen Blitties required to acquire the move). In the game, Bowser has to smash a wall to continue, also opening up the location of the Koopas to Bowser. He then has to continue, directly passing by the Koopas, who shout out pleads of mercy if not freed.

Bowser uses this attack during the second battle against him in Toadley Clinic, as well as his Bowser X counterpart in the Gauntlet. Mario and Luigi can jump to avoid the non-burning Goombas and then hammer the burning ones back at Bowser to counterattack.
