It is automatically gained upon completing the Koopa Paratroopa Trio's tutorial with the shell block. A part of its name is a pun on the interjection "yoohoo" and the word "who". It costs seven SP to use this attack in Bowser's Inside Story, fourteen/sixteen BP in its remake, and 12 BP in Brothership.
