This is to reach the inside of the tower, whose mouth opens up and stays open in a cutscene preceding the Rocket Barrel launch.

Tiki Tong Tower is the giant and apparently sentient tower in the center of the Volcano in Donkey Kong Country Returns and is home to the leader of the Tiki Tak Tribe, Tiki Tong. After the volcano erupts in the game's opening, the tower rises from it and roars. The Tiki Tong Tower can be seen from anywhere on the World Selection Screen, rising above the haze that normally shrouds the Volcano. Its lower jaw is always in motion.
