Magikoopas, or theoretically, Blue Magikoopas, are Koopa Troopas that can cast spells. They wear blue robes and hats resembling the garb of a wizard. They appear in the Super Mario World series, Super Mario RPG: Legend of the Seven Stars, Mario and Luigi: Superstar Saga, and the Paper Mario series.
Appearances
The Invasion Of Dinosaur Land
Magikoopas first appeared in Super Mario World. In this game they mainly appeared in fortresses, where they would pop out of thin-air and shoot magic at Mario or Luigi. There magic blasts had the power to turn a Block into a Yellow-Shelled Koopa or a Coin. The magic blasts came in the forms of shapes: a circle, a triangle, and a square. They basically seemed to replace Hammer Bros as the elite forces of the Koopa Troop.
Attack on Jewelry Land
A single Magikoopa appears in Yoshi's Safari as the boss of Cornice Cave. This Magikoopa would attack Mario and Yoshi by teleporting around and shooting magic blasts. This Magikoopa could be defeated by being blaster repeatedly with Mario's Super Scope.
Super Mario RPG: Legend of the Seven Stars
In Super Mario RPG: Legend of the Seven Stars, several Magikoopas appear as minions of Bowser. Unfortunately for Bowser, the Magikoopas, along with the remaining members of the Koopa Troop, choose to abandon him rather than aid him battling the Smithy Gang.
Later on in Super Mario RPG: Legend of the Seven Stars, a red robed Magikoopa is encountered. This Magikoopa, possibly Kamek, had been brainwashed by the Smithy Gang and acted as a guard in Bowser's Keep. In battle, this Magikoopa wouldn't attack directly, it would instead summon monsters to fight for and protect it.
Once defeated in combat, the brainwashing of the Smithy Gang will wear-off on the Magikoopa and it's robes would turn back to the standard blue color. The Magikoopa would then become an ally of Mario, healing him and his allies and creating a Treasure Chest that could give Mario unlimited coins.
Paper Magic
Magikoopas were semi-rare enemies in Paper Mario. One first appeared as a mid-boss in Shooting Star Summit, and they later appeared in Bowser's Keep. They maintained their teleportation abilities in this game, appearing and dissapearing randomly and making it easy for them to get a first shot on Mario. In this game some Magikoopas ride broomsticks, and have to be knocked off before Mario can hit them with his Hammer. They can also cast a healing spell, or make enemies stronger. Many sub-species were also introduced in this game.
Superstar Saga
In Mario & Luigi: Superstar Saga, Magikoopas appear in Bowser's Castle, which had been hijacked by Bowletta. These Magikoopas would attack Mario and Luigi by shooting large, spinning rings of fire at them.
Return to Paper
Magikoopas are once again enemies in Paper Mario: The Thousand Year Door, however this time they can be encountered much earlier. A trio of different colored Magikoopas can first be found in Glitzville, and later in Rogueport Sewers. They have the same battle plan as in the first Paper Mario, they also have the ability to make 1 HP "copies" of themselves.
Other Appearances
Mario Kart Series
An un-named Magikoopa (possibly Kamek) was originally going to replace Koopa Troopa as a playable character in Mario Kart 64. However, he was later replaced by Donkey Kong for unknown reasons.
A Magikoopa, hinted at being Kamek, appears in the backround of the Bowser Castle 3 course in Mario Kart: Super Circuit.
Mario Power Tennis
Several Magikoopas appear as spectators in the Bowser's Castle course in Mario Power Tennis. Aside from simply watching tennis games, these Magikoopas do nothing.
Mario Superstar Baseball
In Mario Superstar Baseball, Magikoopas were playable characters. Interestingly they are on Wario's team, instead of Bowser's. Red, Green and Yellow Magikoopas also appear in Mario Superstar Baseball as alternate color schemes for the game's playable Magikoopa. Magikoopa is the only character in the game that keeps his bat out when fielding and pitching (not counting Petey Piranha, who uses his arm for a bat).

Role Amoung the Koopa Troop
Although Magikoopas seemed to replace Hammer Bros. as the elite warriors of the Koopa Troop in Super Mario World, they are now seen more as last-resort body-guards, and personal advisors for Bowser. Paper Mario: The Thousand Year Door showed that some Magikoopas do not work for Bowser at all, but are there own, independent citizens.
Physical Features
All Magikoopas have curved beak-like mouth (not unlike the mouth of a Hammer Bro). They also all have a type of hood on, and everyone of them wears spectacles.Each one's wand is shaped basically the same, a standard scepter with a crystal at the end.
