Found hovering in the air, the Steerable Barrel can be moved in any direction. However, there is a limit for how long the Kongs can stay in the Steerable Barrel. When the time limit is passed, the Barrel will launch the Kongs and dissapear. This kind of Barrel is only found in the level Fiery Furnace.
Steerable Barrels do not appear in Donkey Kong Land 2, even in its own Fiery Furnace level.

Steerable Barrel

Steerable Barrels,[1] also titled Steer Barrels,[2] are objects in Donkey Kong Country 2: Diddy's Kong Quest. These Barrel Cannons are encountered in Fiery Furnace only, where they have a crucial role of carrying Diddy Kong and Dixie Kong across the enormous lava gaps. Steerable Barrels have a distinct control pad depicted on them. Steerable Barrels can be moved in any direction while the player characters are inside, but unlike Rotatable Barrels, Steerable Barrels always point in a single direction, making it impossible to rotate them. Most Steerable Barrels have a timer when entered, ranging between one to five seconds, and when the timer reaches zero, the Steerable Barrel blasts the Kongs out automatically and returns to its original location.

Steerable Barrels do not appear in Donkey Kong Land 2, even in its own Fiery Furnace level.
