The elderly Toad Minister
Toad Minister is a high ranking government official in the Mushroom Kingdom who appeared in Paper Mario. He was captured by Bowser when he stole Princess Peach's Castle. Mario freed the Toad Minister, along with many other Toads, when he stormed Bowser's Castle.
