The Toad Minister is a high-ranking government official in the Mushroom Kingdom. He appeared in the game Paper Mario. The minster was imprisoned by Bowser after the Koopa king captured Princess Peach's Castle. Mario freed the Toad Minister, along with many other Toads, when the hero stormed Bowser's Castle.
The Toad Minster is reminiscent of the Chancellor from Super Mario RPG: Legend of the Seven Stars. Both wear green mushroom caps, have large mustaches, have gold trim on their robes, and are high-ranking Mushroom Kingdom officials. He has the name Chancellor in the Japanese version of Paper Mario, and he also bears a passing resemblance to Toadsworth.
