Mini Bowser is a new wind-up toy that makes its debut in Mini Mario & Friends: amiibo Challenge. Mini Bowser is unlocked via a Bowser amiibo. It shows a unique special ability that other minis do not have: any time Mini Bowser steps off the edge of a platform, it drops down with a Bowser Bomb, which can break Rock blocks and get access into lower levels of a stage.
