In Paper Mario, it can be found in Flower Fields, obtained by hitting a trio of trees to the east of the entrance with Mario's hammer in the order of middle, right, left, and can be bought from Merlow for eight Star Pieces. In Paper Mario: The Thousand-Year Door, it can bought from the Lovely Howz of Badges for 150 coins and potentially dropped by Koopa Troopas, Paratroopas, Crazee Dayzees, and Amazy Dayzees.
