In Paper Mario, it can be bought from Rowf's Badge Shop after chapter 2 for 100 coins, and in Paper Mario: The Thousand-Year Door, it is located in Rogueport, in a location accessible behind the Trouble Center using Boat Mode, or the Pit of 100 Trials, as the reward for reaching the sixtieth floor.
