General Guy is the leader of the Shy Guys and the mastermind responsible for the robberies in Toad Town during the events of Chapter 4 in Paper Mario. His main base of operations is the Shy Guy's Toy Box. He and the Shy Guy Army were ordered by King Bowser to guard Muskular, the fourth Star Spirit. However, he and his troops are very disorganized. In the end, he fights Mario and his teammates in his Toy Tank and loses.
General Guy rules over all Shy Guys loyal to Bowser.

- Quite obviously, General Guy's name is derived from General and Shy Guy.
