The Cobalt Base is a location from Paper Mario: Color Splash. The path leading here is unlocked after getting the Blue Mini Paint Star from Sacred Forest, and unlocks a path leading to Fort Cobalt. The entire level is devoted to the Snifit or Whiffit game show. The Instant Camera thing can be found here.

A Mini Paint Star floats ahead, but a trapdoor drops Mario down into a watery area with a Warp Pipe before he can get it.
