It's called super Mario kart dokidoki race and it's on the banpresto forum board in a collection of forum posts to preserve obscure Mario arcade games and it's called arcade coverage super Mario boards the Mario forum. The game was a Japanese exclusive in 1994. There are forum boards by the same people for machines made by other companies; konami, fabtek and sunwise.
