It seemed as though concept art ''is'' pre-release. However, I am not opposed to the idea of splitting [[:Category:Pre-release and unused content images]]. I might suggest splitting into [[:Category:Pre-release images]] and [[:Category:Unused content images]], because there is just way too many images in that category, but I do realize that is a lot of work and it can be hard to tell what belongs in what category. For example, [[:File:Bbattle.jpg]] would be pre-release and [[:File:TotalEconomizingEffect.png]] would be unused content. There could be pre-release content in the published game through hacking, so the line is blurred in that instance. It is a lot better than having a sub-category just for concept art, don't you think?
