Mario and Luigi find it in a room over to the east of the mountain while touring the area with the Massif Bros. Before they can retrieve it, Luigi must sleep on it in order for Mario to destroy the Nightmare Chunk in its dream world. Once the chunk is demolished, Mario can collect the frame.
