It can be found in the Rogueport Underground, in the same room with the Warp Pipe to Fahr Outpost (though it can only be accessed by using the Ultra Boots in the preceding room), bought from Dazzle for ten Star Pieces, or dropped by Piranha Plants, Crazee Dayzees, and Amazy Dayzees.
