Chief Chilly is a large Big Bully made of ice, or possibly a Chill Bully; signifying that Chill Bully is in fact a species and not a notable Bully, and apparently the leader of all Bullies. Before Yoshi could realise what happened in Princess Peach's Castle, Chief Chilly, along with Bowser, Goomboss, and Big Boo (presumably King Boo), ambushed Mario, Luigi, and Wario, which Chief Chilly was put under the control of Wario. Luigi came to Wario's rescue and was forced to battle the monstrosity. Despite being the weakest of the three moustached heroes, he managed to beat him and push Chief Chilly off the iceberg three times and the key was given to Luigi at last. Chief Chilly disappears after the battle to restyle his moustache and to get a rematch next time. During his first battle, it gets a little tricky; as every time he's pushed in the water, he will cut up the arena making it smaller. After taking the second damage, he'll rock the iceberg and, if pushed to the edge, he will keep his balance for a little before going back to the middle. It's best for the player to smash him while he's slipping.
