In Paper Mario, Zess T. can create one with a Cake Mix and a Fire Flower. The player can use this item in both overworld and in battles. It will damage Mario by one HP, but will restore twenty FP in the process. This is a trade off between the attacking power of the Fire Flower, and the healing power of the Fire Pop, leaving this item's usefulness to be decided by the player. Lollipops are made from corn syrup and sucrose, ingredients that would not be found in a Cake Mix, so the ingredients combination is slightly dubious. However, there do exist lollipops that are flavored with hot sauce or some other spicy substance.
