It is found at Riverside Station, on top of a platform in the first room (though it can only be accessed by knocking it off with the Ultra Boots), can be bought from the Lovely Howz of Badges after Chapter 1 for 100 coins, or are rarely held or dropped by Goombas, Spiky Goombas, Paragoombas and Koopatrols.
