As Luigi approached the West Hallway on the Balcony, the door was unsealed. However, a bolt of lightning struck the house, causing what every ghost-hunter hates: a blackout. Luigi used his Key to open the door, then proceeded through the West Hallway. At the end, he came across two choices, east or west. The plumber chose the east door and ended up in the Telephone Room. After clearing the room of ghosts (of which there were quite a few), Luigi received a phone call from one of the Toads in the Mansion, informing him that the Toads had fled because of the blackout. The Toad also mentioned a breaker in the Basement that could be used to turn the power back on. Unfortunately, the previously accessible Breaker Room was now mysteriously locked. Luigi received another phone call, this time from Professor E. Gadd who told Luigi of a Portrait Ghost named Uncle Grimmly who supposedly held the Key. Luigi went off in search of Uncle Grimmly so that he could turn the power back on.
During the blackout, Luigi can answer a telephone call from a Toad and one from Professor E. Gadd. When Luigi answers the Toad's phone call, Toad will ask who is speaking. The player then has the option to choose either Luigi or Bowser. If he chooses Luigi, the conversation goes on as normal. However, if he chooses Bowser, Toad hangs up and calls one of the other three phones, then the same conversation commences, but without the choice of stating whether it is Luigi or Bowser answering the phone. The Telephone Room is the only room in the blackout where capturing the ghosts is required to leave.

After successfully doing so, Luigi returned to the Telephone Room, only to find it was still dark. Opening some of the chests in the room, Luigi awakened two Mr. Bones whom he captured, finally lighting the room.
When Luigi picks up the phone during the blackout, the player can see a displaced shadow that vaguely resembles Luigi hanging from a noose, though this can technically be seen at various points throughout the game when the camera zooms in on Luigi, such as when he is talking with a Toad or with E. The Telephone Room is huge, quite possibly the largest room in the Mansion save the Balcony. As such it is filled with quite a variety of objects. On the west wall there is a large cabinet in front of which is a small table and curiously, a small sofa. The middle of the room is empty except for a large chest on the north wall. Along the south wall there are three small rotary telephones, side-by-side. Finally, on the east wall, there is a cabinet, identical to the first, and two additional large chests.

*If the player enter the telephone room during the blackout, while Luigi is talking on the phone to the Toads and E. Gadd, when lightning stikes outside the mansion, although Luigi doesn't notice, His shadow reflects him as being hung from the ceiling. This is due to the games shadow making system, because the postion Luigi is at, the shadow appaers by the beam. Because of the "reallistic" style of the games programing, the game makes the shadow show where Luigi holds the Game Boy Horror, and where the Poligust 3000's nozzle is like a real shadow would, giving the ilusion of Luigi being hanged. There is no real evidence that Nintendo did this on pupose, besides the fact that this gives the player an extra scare if they noticed it. It has been noted as an "Easter Egg" among fans.

The Telephone Room is a room in Area Four of the mansion in Luigi's Mansion and its remake. It is a relatively wide room. On the west wall there is a large cabinet in front of which is a small table and a small sofa. The middle of the room is empty except for a large chest on the north wall. Along the south wall there are three small rotary telephones, side-by-side. Finally, on the east wall, there is a cabinet, identical to the first, and two additional large chests. The wooden panels are more detailed in the remake, and a wooden crate and several objects can be seen on the back wall.[1]

When Luigi picks up the phone during the blackout, the player can see a displaced shadow that vaguely resembles Luigi hanging from a noose, though this can technically be seen at various points throughout the game when the camera zooms in on Luigi, such as when he is talking with a Toad or with E. Gadd over the Game Boy Horror, due to the shadow's location being dependent on the camera, which normally is constantly facing the same direction. The shadow does not return in the remake,[1] which improves the shadow system and no longer relies on the camera facing a specific way to become rendered correctly.
