The Bowser Phone is an item found in Mario Party 3 and Super Mario Party Jamboree. Players can use it anywhere to call Bowser (in Mario Party 3) or Impostor Bowser (in Super Mario Party Jamboree).
In Mario Party 3, when a player uses the Bowser Phone, Bowser answers and asks who is calling.
