The kingdom is an icy island with snowy mountains and a small citadel made of ice, which is inhabited by penguins and the kingdom's ruler, the Penguin King. Early concept art for the film shows that the kingdom's citadel was planned to be bigger than in the final film, with a skatepark and houses being among the city's locations.[2]
