'''Sergeant Flutter''' is a gray-shelled [[Koopa Paratroopa|Sky Troopa]] who commands a squadron of Red Paratroopas during the events of ''[[Super Mario RPG: Legend of the Seven Stars]]''. He and his troops help [[Mario]] ascend the steep cliff at the end of [[Land's End]]. By hopping from Sky Troopa to Sky Troopa, Mario can reach the top and the entrance to [[Bean Valley]]. Additionally, if Mario completes the task fast enough, he may be rewarded with prizes (the [[Troopa Pin]] and some [[Frog Coin]]s).

Sergeant Flutter has good relations with [[Monstermama]], the leader of [[Monstro Town]]. In fact, it is Monstermama that requests Flutter to help Mario in the first place. He is also very serious and punctual even around close friends, though he proves himself understanding when trying to comfort Mario if he happens to fail at climbing Land's End's cliff.
