Maitre Delish was a famous legendary chef. He made a cookbook a book that teached anyone how to be a pefect chef. Not much was known about him, however he was mentioned in Paper Mario: The Thousand Year Door, however never seen.

One of the copies of his book was left in the Creepy Steeple.
