Wiki policy states that named NPCs, no matter how minor, should get their own pages. As the term "Toad salesman" is explicitly used in Goombella's tattle, this could be seen as a name for the character, similarly to say Twilight Shop manager. However, "a" is used in the tattle rather than "the", which could possibly imply this character is not truly named at all, and as he plays such a small role in the game it may make more sense to merge this page with List of unnamed NPCs in Paper Mario: The Thousand-Year Door. Sure, he has a unique design, but names (and importance in the game when lacking an official name) are the basis for character article creation here.
