Flutters (also called Wiggler Flies) are Wigglers with wings that first appeared in Super Mario World 2: Yoshi's Island. When hit, they turn red and angry like normal Wigglers. Instead of flying around aimlessly, though, they charge straight for the Yoshi that hit them.
History
Yoshi series
Super Mario World 2: Yoshi's Island
In this game, the Wiggler Flies are only in one level, "GO! GO! MARIO!!". Just before the goal, a swarm of them appear over a flat turf. In it, they flew up and down, and charged toward Yoshi if egged or stomped. They were killed for good with Yoshi's tongue or a Ground Pound.
In the remake, Yoshi's Island: Super Mario Advance 3, they appeared again, in the secret level Endless World of Yoshis. There, they were near the beginning, and only a few of them are there.
Tetris Attack
Wiggler Fly, under the name Flying Wiggler, next appeared in Tetris Attack, which strangely depicted him as a friend of Yoshi rather than an enemy. Flying Wiggler was playable in Time Trial mode, and could be fought and rescued on the Flower Stage in the main Vs. Com mode. In the SNES version, Flying Wiggler was paired with the similarly-themed Eggo-Dil.
Mario Party series
In the Mario Party series, Wiggler Flies are called "Flutters". They are used as Capsules in Mario Party 5 and Mario Party 6, which could take players to the Star. They also appear in some mini-games. An individual Flutter named Flutter also appears Mario Party Advance. Two of the game's quests directly involve it, one where Flutter has a crush on a Mr I, and another where the lovestruck Petal Guy gets the player to deliver her a love poem. It also appeared in Mario Party 7 with the same effect as earlier ones. She also appeared in the mini-game Spider Stomp, where she was at the end of the level and had to be rescued. The Flutter also makes several cameos in Mario Party 8. It can be found in the mini-games Specter Inspector as one of the hiding enemies, Moped Mayhem as a racer, and in the mini-game contest Test for the Best, holding the 4000 points sign.
Mario Tennis series
Mario Power Tennis
In Mario Power Tennis, Wiggler transforms into a Flutter for a defense shot. Also, Wiggler by default has an upwards-curved body and two hands to hold the tennis racket, making him resemble Flutter more so. If the player is to win a match as Wiggler, he will transform into Flutter because of the win.
