I'm wondering if I should combine the Koopa Bros. under one section and then have subsections for each member, similar to how Jr. Troopa's encounters are organized.

Off the top of my head, I don't recall there being a guideline for quotes/lines (scripts are not allowed for some reason, though), but I'd personally go for lines that have more than several words in them -- otherwise this article might as well be called List of lines in Paper Mario, lol.
