Oops, my mistake, you are right, its Bowser, not Baby Bowser in Topsy-Turvy. As for Touch and Go... well the only proof I have at the time is a somewhat badly written paragraph at the Baby Bowser section of Bowser's page on Wikipedia:

I remember Baby Bowser in Touch and Go... He's an icon on the high scores table, but doesn't appear in any other form. I suppose he could be a sort of assumed antagonist, as Touch and Go seems to follow Super Mario World 2's story... --YellowYoshi398 17:35, 30 January 2007 (EST)

If that article is correct, then Baby Bowser makes a very tiny cameo in the game. I guess that's why I never knew he was in the game. So, he was in that game, but he only appeared on screen. He was not a boss, merely a cameo. -- Son of Suns

well, Since there is the Baby Mario Bros. it would only make sense that there would be Baby Bowser, right?

Baby Bowser DOES appear when you get over 3000 yards in challenge mode. Trust me, I've played it.
