It is found in the Crystal Palace, inside a treasure box found in the fourth room after the red key, which is entered by using Bombette on the wall behind the mirror one scene earlier. If equipped, Mario can use up to three items in one turn in exchange for six FP.
Although the badge was found in the code of Paper Mario: The Thousand-Year Door, it is not seen in-game in any capacity. It was functionally replaced by Double Dip, which lets Mario use three items for 8 FP if two of are equipped.
