I agree that the visible part of its head resembles a Lakitu due to its glasses, but I don't think that is enough to categorize it like an actual Lakitu. :Roketon never ever made me think of Lakitus. Not even their head looks like a Lakitu's to me (different colour, etc.). The only similarity is that they wear the same goggles, which is likely due to the fact they're pilots and not because they're Lakitus.
