Dazzle.
Dazzle is a Star Piece collector who lives in Rogueport Sewers in the game Paper Mario: The Thousand-Year Door. Upon Mario's first visit to Rogueport Sewers, he would be found near the pillar outside of Merluvlee's building. Dazzle will trade rare Badges to acquire Star Pieces, with which he is obsessed; there even appears to be Star Pieces hanging from his hat. Dazzle fulfills the same role as Merlow, the young Shaman from Shooting Star Summit in Paper Mario.

That's Dazzle, the Star-Piece collector. He'll trade you badges for Star Pieces. Once you collect a few Star Pieces, you should definitely come talk to him. Hey, but why do you think he collects them, anyway? You think he bathes in them?
