The Repel Cape is an item in Paper Mario: The Thousand-Year Door sold at the Souvenir Shop in Glitzville. When used, Mario or his partner gains the Dodgy effect: some attacks will be missed for two turns.
Flurrie's Dodgy Fog attack has the same status effect for up to four turns, so it's cheaper to use that instead.
