Rotate Pipes first appear in Mario vs. Donkey Kong 2: March of the Minis. They are introduced in Room 3-1 in Pipe Works. They are enclosed in frames which feature an output on all four sides, as their main function is to connect two ends of a Warp Pipe. When swiped in a certain direction with the stylus, a Rotate Pipe will rotate 90°.
