(Heres the last thing I can say to prove they are gone forever. If you disagree, change it and I will never repeat this edit. Toadiko was turned into shroob mushroom (to avoid being fully drained AKA plot armor) if Egadd's machine was able to return all Toads into normal, so she would be, meaning there was literally no plot reason to turn her into shroob mushroom. Plus you can see Toads inside same picture of this page with sad/terrified faces (meaning thats actually them) while vim is green l...)

Vim, also known as mushroom power, is the life force of Toads in Mario & Luigi: Partners in Time. When extracted from Toads, vim resembles a green liquid with transparent images of sad Toad spirits. The Toad whose vim is drained loses their coloration and appears to slowly become part of the trees of the Toadwood Forest. The name of vim is an informal English word referring to energy or enthusiasm of an individual.

The Shroobs conquer the Mushroom Kingdom of the past and abduct many Toads so that their vim can be extracted and converted into fuel for their saucers. Captured Toads are taken to the Toadwood Forest and are attached to special bio-engineered trees that suck the vim out of them. The vim then travels through the roots of the trees to the Vim Factory located in the middle of the forest. When Mario, Luigi, Baby Mario, and Baby Luigi first visit the Toadwood Forest, Toadiko is being drained of her vim and her voice is very weak. She tells them the story of what she, Princess Peach, and Toadbert experienced when they landed in the past with Professor E. Gadd's time machine. She manages to tell her tale before saucers begin shooting purple beams at the brothers, one hitting Toadiko and turning her into a purple mushroom.

In the battle with the Elder Princess Shroob, a saucer occasionally brings her a drink of vim, restoring either 120 or 80 of her HP depending on the version of the game.
