The Underwhere is a bar located in Flipside. It is located on the first basement floor.
The bar apparently serves milk, as evidenced by a customer indoors. While Mario can't actually buy the milk within the game, he can talk to the barkeeper, Garson, about gossip.
Each story costs 10 coins, and really doesn't help Mario in the game. However, they give some of the characters quite interesting backstories that add to their known history.
Also hidden behind the wall is a golden Warp Pipe that leads to The InterChet's Flipside Arcade.
Lastly, after Mario defeats Super Dimentio, The InterNed will appear resting on a table. He will offer to play any song that Mario has "heard" (the background music) for 10 coins each.
