If I recall correctly, we don't have templates just for users. Should this be deleted?

Really? A notice template for users only? If this cannot be used in the main space, I say we should delete. And if you really want a template like this, I suggest you make it yourself in your userpage. If you can make it yourself in your userpage, then I say this template is useless.
