The Vibe Scepter is a very important item found in Super Princess Peach. It could be considered that game's main artifact, and it is certainly the cause the the Mushroom Kingdom's trouble in Super Princess Peach.
The Vibe Scepter, or Vibe Wand, is a magic wand in Super Princess Peach. It affects the enemies' vibes.

Its legend begins when Bowser, stationed at his summer villa on Vibe Island, discovers its mystic power and ability drive people's emotions to an insane point. He sends out Army Hammer Bro (possibly with some of his lessers) to find the ominous wand. Unfortunately for Mario, who was Bowser's main victim in this escapade, Army Hammer Bro came back from his conquest successfully. The Koopa Troop then decided to trust a Goomba, who used to live in the Mushroom Kingdom, with the responsibility of storming the castle. The Goomba made it in successfully and wreaked havoc as he was told to, letting Bowser's Hammer Bros. successfully kidnap Mario, Luigi, and several Toads.
Bowser, at his summer villa on Vibe Island, discovers the Vibe Scepter's power and ability to control characters' emotions. Bowser successfully uses Army Hammer Bro and Hammer Bros. to find and retrieve the wand. Bowser's Minions also successfully uses a Goomba to kidnap Mario, Luigi, and several Toads. This Goomba, affected by the Joy vibe, however, misuses the Scepter, and creates the same havoc in Bowser's Villa and Vibe Island as seen in Peach's Castle.

When Toadsworth, Peach, and a Toad discover what has happened, Princess Peach decides to rescue the Mario Bros., taking Perry with her. Peach encounters several enemies affected by the Vibe Scepter on her adventure but does not know this until the final fight with Bowser.
Bowser was delighted when Army Hammer Bro came back with good news, but the Goomba who did the work was acting odd (or so said Army Hammer Bro). This Goomba, affected by the Cheer vibe, foolishly swing the scepter around, causing the same havoc in Bowser's Villa that he did in Peach's Castle.

During the first part of her battle with Bowser, he takes advantage of several different vibes. In the second half, Bowser uses the power of the scepter to increase in size and strength. However, Peach defeats Bowser and knocks him over the horizon, making him drop the Vibe Scepter. What ultimately happens to it is unknown, but the ending sequence suggests that it somehow wound up in the player's own home, affecting their parents.
Back at the castle, Toadsworth, Peach and a Toad (possibly the individual Toad) had just returned from a walk to find the castle in chaos. During a recap of what had been going on, Princess Peach made the fateful decision of finding the Mario Bros. herself. Toadsworth (leaving the job of keeping things in the castle running smoothly to Toad) then chased after her, eventually agreeing with her decision and arming her with Perry.

Peach encountered several enemies affected by the Vibe Scepter on her adventure, but did not directly see it until the final fight with Bowser. During the first part of her battle with the Koopa King, he used it to power himself up with several different Vibes. After Bowser was defeated for good, the legendary Scepter was secured and the Toads were relieved of their wild emotions the ending also suggested that the scepter is somehow found in the player's own home.
