:::::You could use [[Wikipedia:FastStone Image Viewer|FastStone Image Viewer]]. It has settings to save JPEGs by adjusting a slider representing the JPEG quality (5 being [http://needsmorejpeg.com Needs More JPEG quality] to 100 probably being the quality of [[3DS]] [[Miiverse]] screenshots or [[Wii U]] screenshots submitted through the built-in web browser as you play a game).
