They are likely using a different type of keyboard and aren't able to accurately type the correct characters. If that is the case, the editing toolbar at the top of the editing window will be a great help.

To clarify, it's not quotation marks (") or double diacritics (´´); only double apostophes ('') will work. Please use the "I" button above the textbox if your keyboard can't do it.
