:I looked at Lakitu artwork of the period.  The skin color isn't an issue to me (Nokobons are also pale and at the time Lakitus tended to be a bit paler than other Koopas, not darker), and the very small nose is seen in the Mario Mania picture.  However, the artwork lacks the hair and prominent cheeks seen in all Lakitu artwork (although not in sprites until SMW).  They look more like Lakitus than anything else Mario, but they lack some features that became key.
