For Power Moon #60, the parking space is available after defeating Bowser in the Moon Kingdom, but under a normal playthrough with no cheats or glitches, the Power Moon itself can only be obtained after collecting the "A Traditional Festival!" Multi Moon since the motor scooter doesn't appear until after obtaining the aforementioned Multi Moon.
